		<description>Delegate Murphy, I applaud your support for this bill but your constituents already had access to grant funding for septic system upgrade/replacement through the Bay Restoration fund (i.e. flush tax).  You should know that these funds cannot be used for a new drain field and that the cost of electricity to run the blower is paid by the homeowner also.  It&#039;s still something I support.</description>
