			<content:encoded><![CDATA[<p>Christmas in April celebrated  their 20<sup>th</sup> anniversary with a party at the Old Waldorf School.   Their slogan was “Its time to Kick Off to Rebuild for 2010.”  Christmas  in April is dedicated to keeping elderly and disabled homeowners living  in warmth, safety, independence, dignity and decency through home repair  and rehabilitation services.</p>
<p>Skilled and unskilled volunteers  work together on projects of painting, carpentry, plumbing, cleaning,  and gardening.   This program depends solely on the contributions  of money, materials, equipment and labor by local companies, organizations,  churches and individuals.  If you are looking for a place to make a difference,  please consider <a href="http://www.christmasinaprilcharlescounty.com">Christmas in April</a>.</p>

			<content:encoded><![CDATA[<p>Joe’s Place scheduled their  Volunteer Appreciation Spaghetti Dinner this evening.  Joe’s  Place was started by Joe Plemons with the aid of Father David MacDonald  at Christ Church Durham.  Joe solicited volunteers to rehab space  owned by the church and then recruited volunteers and supplies to open  a food bank.  Joe’s Place doesn’t stop there; they have not  only provided enough food for 250,081 meals, but also 5,904 articles  of clothing, 712 toys for children, and 708 personal hygiene and 415  paperback books to the residents at the Maryland Veterans home in Charlotte  Hall.  Generous hearts attend Christ Church.</p>
<p>I took my grandson, Bryce,  and we both had spaghetti.  Bryce says that Joe’s Place is a  “good restaurant.”</p>

			<content:encoded><![CDATA[<p>My first bill this year, <strong> HB796 &#8211; Property Tax Credit for Homes Formerly Owned by Habitat for  Humanity of Charles County,</strong> passed the House of Delegates today  and is headed to the Senate for hearing and passage.  This is a  good bill and has the support of everyone who reads the provisions.</p>
<p>There is a severe shortage  of homes in Charles County that are suitable for those with disabilities.   Hopefully, this will encourage groups to try to make more of this type  of housing available.</p>

<p>Today 14 bills were scheduled  and the hearing for three bills ran over one hour each:  HB176  –Student Information Availability to Military Recruiters; HB334 –  Physical Education Facilities; and HB1160 – Safe Schools Act  of 2010.</p>

			<content:encoded><![CDATA[<p>La Plata High School visited  the General Assembly today.  One of my favorite duties is to talk  to students about their state government and encourage them to get involved  and be good citizens for themselves, their families, and their neighborhoods.</p>
<p>The Visitors Guides do an excellent  job in explaining the different elements of the state government and  the roles of each chamber.  Students also get a chance to see the  Maryland General Assembly Video, “<em>The Legislative Process</em>.”</p>
<p>Today the Assembly was honoring  The Cat in the Hat who sponsors along with the Maryland State Education  Association the annual “<strong><a href="http://www.nea.org/readacross">Read Across America</a>.</strong>”</p>

			<content:encoded><![CDATA[<p>The 29<sup>th</sup> Annual  Black History Month Recognition Breakfast sponsored by the Fifth Congressional  District was held on Saturday at Middleton Hall.  Steny Hoyer,  Majority Leader of the U.S. House of Representatives announced that  this breakfast is the longest running Black History Breakfast in the  country.</p>
<p>The breakfast was well attended  by more than 300 people representing all the counties in the Fifth District.   Greetings were offered by Senator Benjamin Cardin and the Keynote Address  was given by Valerie B. Jarrett, Senior Advisor and Assistant to the  President for Intergovernmental Affairs and Public Engagement.</p>
<p>This breakfast is an excellent  wrap up to the other events that are throughout the month of February  honoring Black History and keeps in our minds the accomplishments and  achievements that Blacks have made to our nation.</p>

			<content:encoded><![CDATA[<p>The first Ways and Means committee  report to the House of Delegates was submitted this week.  HB6  – Property Tax – Notice – 60-Day Appeal was passed by the House  with a vote of 137-0.  The measure has now crossed over to the  Senate for hearings and vote.</p>
<p>This bill requires a property  sales contract to contain notice of the purchaser’s right to appeal  the classification or valuation of the property by the State Department  of Assessments and Taxation (SDAT) within 60 days of the sale if the  property is transferred after January 1 but before July 1.     This could help owners who buy property that was assessed with the last  three years and believe that the assessments are too high.</p>

			<content:encoded><![CDATA[<p>As you know every ten years,  the Federal Government counts the number of people who live in the United  States by conducting a census.  This is required by the U. S. Constitution.</p>
<p>Census data are used to determine  the number of representatives your state receives in the U.S. Congress,  as well as your community’s representation in the state legislature.   The data are also used to distribute more than <strong>$400 Billion</strong> in  federal funds each year to communities for establishing and improving  schools, hospitals, roads and senior services.  Our state government  and in some instances, county government and businesses also uses the  census the same way to allocate services based on headcount or to verify  how many people live in a given area.</p>
<p><strong>Children have been undercounted  in every census since the first one in 1790</strong>.  Please remember  to include all your children – even babies when you complete the 2010  Census form.   All infants, children and adults who live in  a household should be counted, regardless of nationality, citizenship  status, race, age or gender.</p>

			<content:encoded><![CDATA[<p>Last year the General Assembly  passed legislation that would require any newly constructed building  or building with a failing system to use nitrogen removal technology  if they needed a septic system.  It also charged the Department  of Environment to assist homeowners in paying the cost difference between  a conventional on-site sewage disposal system and a system that utilized  nitrogen technology with money from the Bay Restoration Fund, if sufficient  funds are available.</p>
<p>This week the House of Delegates  passed <strong>HB62 – Payment of Cost Differential  – Nitrogen Removal Technology</strong> which clarifies the intent of the  General Assembly that the difference in costs would be paid.  In  effect it removes the language “if sufficient funds are available.”   The bill will now cross over to the Senate for review.  I will  be watching this measure closely as these provisions will affect many  Charles County residents.</p>

			<content:encoded><![CDATA[<p>The new Comptroller&#8217;s branch office opened in Waldorf today.</p>
<p>Before the ribbon cutting,  Maryland Comptroller Peter Franchot warmly greeted the many Charles  County officials and business owners who came to participate in the  festivities. He emphasized the importance of this branch office to assist  Charles County residents in completing their tax duty on time.  Any Maryland  resident can bring in their federal tax forms for assistance and also  have the branch office complete their state tax forms at no charge. He  encouraged all those who qualify to take the Earned Income Tax credit  that is available for 2010. Franchot has been a proponent for financial  literacy among all citizens and is interested in financial literacy  becoming part of the Maryland high school curriculum.</p>
<p>In attendance were Charles  County Commissioners Wayne Cooper, Sam Graves, Rueben Collins, and Gary  Hodge; as well as Sheriff Rex W. Coffey;  Director of Administrative  Services at the Sheriff&#8217;s Office Jack Hurd; Clerk of the Circuit Court  Sharon Hancock; Stanley Trice of the Maryland Comptroller&#8217;s Office, and  Orphan&#8217;s Court Judge Frank Lancaster.  Julie Vanderslice represented  my office since I was in Annapolis.</p>
<p>This office is conveniently  located at 1036 Saint Nicholas Dr., Suite 202, in Waldorf.  It shares  the same building as Avant-Garde Carpet and Floors behind the Charles  Towne Plaza and across from the Saint Charles Towne Center Mall.</p>

<p>Ken Gould of the <a href="http://www.charlescountychamber.org">Charles County  Chamber of Commerce</a> presented the post with a plaque commemorating the  re-opening.  It was nice to see the support that the veterans received  from Sheriff Coffey, the <a href="http://www.charlescounty.org/commissioners/">Charles County Commissioners</a> and numerous citizens.   The <a href="http://www.legion.org/posts?co=&amp;ci=la+plata&amp;s=MD&amp;z=20646&amp;d=10&amp;submit=Search">American Legion</a> is very involved in our community and providing  needed support; if you are looking for a venue for an event, please  consider the post as it would help support the veterans and their works.</p>

			<content:encoded><![CDATA[<p>The first of my bills HB796  Property Tax Credit for Homes Formerly Owned by <a href="http://www.nomoreshacks.org/">Habitat for Humanity  of Charles County</a> was heard by the Ways and Means Committee today.   This bill would authorize the Charles County Commissioners to grant  a phase in of property taxes to owners of Habitat properties.   The phase in period is four years and allows the new owner to pay no  tax the first year, 25% the second year, 50% the third year, and 75%  the fourth year.  At year five they would pay the entire property  tax assigned to that property.</p>
<p>My thanks go to Joe Crawford  who is the President of Habitat of Humanity of Charles County and Board  Member Mike Philips who came to Annapolis to give oral testimony.   Additionally a letter of support was submitted by Beverly Deniston who  both supports the Habitat cause and has purchased a home in the past.</p>

			<content:encoded><![CDATA[<p>The committees are starting  to report bills to the House of Delegates for debate.  On Wednesday  HB33 – Child Care Articles Containing Bisphenol-A – Prohibition  came up for a final vote and passed 137-0.  This bill was heard  in the Health and Government Operations Committee and the lead sponsor  was Delegate Hubbard.  I did not get a chance to co-sponsor this  bill, but do support its aims.</p>
<p>The bill prohibits the manufacture,  sale, or distribution of bottles or cups containing Bisphenol-A that  are intended to be used by a child under the age of 4 years.  This  issue has been widely reported in the news and linked to possible birth  defects.  I heard from several parents concerned that these products  were allowed on the market.</p>

			<content:encoded><![CDATA[<p>Tonight was the annual legislative  dinner sponsored by the Charles County Department of Social Services.   I had a chance to meet the new Director, Karen Butler.  She gave  a status report on the main initiatives of her department and the goals  she has set for the coming year.  The need for help among county  residents seems to have increased directly affected by the worsening  economy.  Because of my interest in foster children, we had a good  conversation about my concerns as she reported the number of foster  children had increased in the county.</p>
<p>This dinner is well attended  each year and I also had discussions concerning social service issues  with Brenda Donald, Secretary of the Maryland Department of Human Resources,  Delegate Sally Jameson, and Commissioner Sam Graves.</p>

			<content:encoded><![CDATA[<p>The Year 2010 may long be remembered  for the record snowfall in the first ten days of February.  State,  county and federal governments, schools and businesses were forced to  close for much of the time.  Mail was suspended and flights cancelled  at the major airports.  The Monday night session of the General  Assembly was cancelled, marking the first missed session since 2003,  when another major snowfall blanketed the State.</p>
<p>Because of the weather, both  the Senate and the House extended their bill introduction deadlines.   The House deadline, originally February 12, was extended to February  18.</p>

			<content:encoded><![CDATA[<p>With the snow reports coming  in of a record snow, I wrapped up my meetings in Annapolis, told Trudee  to go home as soon as she could, and headed to Charles County.   I had only been home a short time when the power went out at my home.   Soon I had a knock on my door and my daughter Katie, her husband, and  my grandson Bryce arrived because they also had no power.  Thankfully,  my new generator started up and I had lights and heat during the storm.</p>
<p>With the blizzard raging over  the weekend, it was nice to be inside with family.</p>

			<content:encoded><![CDATA[<p>The Governor’s bill, Job  Creation and Recovery Tax Credit – HB92, was presented to the  Ways and Means Committee today.   This emergency bill will  offer Maryland businesses a $3,000 tax credit for every unemployed Marylander  it hires.  The bill includes a one-year program: capped at $20  million, and $250,000 per employer.  The worker must be employed  for at least one year, and must fill a position that is new and that  has been vacant for the prior six months.  This tax credit applies  to employees who are currently receiving unemployment insurance benefits  or who were in the past year.</p>
<p>The object of this bill is  to get Marylanders off the unemployment insurance and back to work so  that they can provide for their families and have a more stable future.</p>

			<content:encoded><![CDATA[<p>One of the bills being heard  by the Ways and Means Committee today was HB59.  This bill would  establish a Task Force to Study the Incorporation of the Principles  of Universal Design for Learning into the Policies, Practices, and Curriculum  of the Education Systems in Maryland (a very long title).</p>
<p>This bill recognizes that all  of us learn differently – some are gifted, some challenged, some  process written material quickly, some need the material more hands  on.  This request received support from the Governor’s Office  for Children, the University System of Maryland, several county Boards  of Education, and many professionals and parents.</p>
<p>While the concept has been  around many years, most teachers say that developing tailored learning  plans for each child is extremely time consuming.  This bill would  provide several alternatives to the teacher and they could then judge  which to use for each child.</p>
