			<content:encoded><![CDATA[<p>Each week we are having voting  sessions in the Ways and Means Subcommittees and Committees.  This  week a favorable report was given to a bill regarding preschool education.</p>
<p><strong>HB184  &#8211; Education &#8211; Maryland&#8217;s Preschool for All Business Plan  &#8211; Final Report Requirements</strong> would require that the Maryland State  Department of Education (MSDE) to consult with county superintendents  and local governing bodies regarding Maryland&#8217;s Preschool for All  Business Plan before preparing and publishing a final version.   The finalized business plan is due to the Governor and the General Assembly  before December 1, 2009.</p>
<p>The task force on this issue  charged MSDE with developing a business plan to expand access to quality  preschool to all four-year-olds in the State.  Under the proposal,  local jurisdictions would be responsible for 30% of the costs and the  State would be responsible for the other 70%.  I believe before  this plan is presented, it is important to get the views and input from  the local jurisdictions.</p>
